It’s an option. If a runner is stealing on a pitch when catcher interference occurs he will be awarded his advance base.
Why doesn't MLB just change the rules and not allow the catcher that close to the batter. Player Safety should be first priority. Have "a line in the sand" x number of inches behind home plate, and the catcher needs to stay behind it till the backswing danger is past.

With some catchers it may be a viable tactic to just aim for their glove.
