I hope people that want to save these vampire bats offer free rabies vaccines for the rancher's cattle and other livestock. If not then a charity ought to get on the ball and help the ranchers.
Funny though, in south America when they blow up the caves that have vampire bats in them (because they are having trouble with the bats) this also increases the spread and number of the vampire bats more than if they just left them alone. Is that because it disperses the bats and they find other hunting grounds and multiply faster with less competition from other vampire bats?

Rabies vaccines only prevents rabies...not bats from eating.
