At the start of the Manhattan project, Mr J Robert Oppenheimer knew what he was doing, or testing, he knew he was creating a monster, leading to generations of death itself, whilst fully regretting the creation, he knew it must be done to reduce casualties and end the war, the joy of creation, through the sorrow of destruction caused, truly one of the movies ever created.
Oppenheimer and the Manhattan project scientists and engineers were drive by fear the Nazis would develop an atomic bomb first - and use it indiscriminately. What they DIDN'T know was the concerted effort to stop heavy water production and the lack of emphasis by Nazi leadership. By the time the Nazis were defeated, it became ovbvious Germany was many years away from developing its own atomic weapons. Only the combined inegnuity of refugee German scientists in collaboration with British, Canadian and US scientists and engineers and the immense financial resources of the US government brought the atomic bomb project to completion.

Conventional weapons brouight Germany to its knees. Conventional weapons, including mass firebombing Tokyo that killed >100 000 people, mostly civilians, brought Japan to its final confrontation.
