When I had my carb off, I removed that little fitting that attaches to the bottom of the float bowl and threw it away. I used a long piece of coolant hose, and just looped it. I'm assuming that part is intended to warm the gas in the float bowl, but I don't see how that could do any good. I have seen engines with heated manifolds, to help the air/fuel mixture atomize when it is cold. But heating the float bowl makes no sense to me. I live in AZ, where it doesn't get cold enough to make a difference anyway, and it's been running just fine for over 2 years without that thing. Now the carburetor can be removed a lot easier, without making a mess.
Interesting. I can take things apart. This will help (I suspect carburetor is fouled, sitting for a few weeks after staring perfectly after winter here .. Ontario 🇨🇦). However putting things back is usually the problem! Wish you cd have talked through key points if reassembly.) My '06 GT turns over, jumps to stsrt but quits. Fuel good. Battery and spark plug fine obviously. (Where IS the sparkplug?!!). Nearest Vespa mechanic in West Toronto. I'm.an hour West!
Bad move, carb is heated for many reasons. Safety, stops carb icing, stuck throttle, stalling etc. Quicker engine warm up so less wear, better fuel economy, lower emissions.Helps avoid manifold fuel wetting. You will need to rejet the carb to optimise performance.

There is a little mechanical lever in the glove compartment. Opens the seat without battery power.

...at 6:55 watch dirt fall into the open Carb... opps! I would not ever recommend working around the carb, while the diaphragm cover is off.
