Why? Humanity is currently pushing to create artificial intelligence AND researching how sentient life manifests from the chemical elements. Who's to say that the 2 technologies won't succeed and then combine. 150 years ago if you'd told someone that (near) instant global communication would be possible or that travelling to the Moon or Mars would be a reality or human flight - those concetps would have been hard to believe at the time.
I remember reading a story like this by Roger Zelazny. Alpha was the smartest robot on the planet. The humans were all dead. Alpha wanted to re-create Mankind. There was also a sentient bulldozer that had scooped up the body of a dead human and was carrying it around. The presence of the human caused all robots to lock up until it was gone. Thus was the power of humans over the robots. These robots were not Terminators or Cylons. They were benevolent toward people, but there simply weren't any left. Alpha created a man, but he had no mind. He decided to place his own mind inside the man. As soon as he did he freaked out because it was too weird. He wanted to be a robot again, but that would mean the death of the man he just created. That's not allowed. The bulldozer showed back up and said, "Regard the fate of Mankind" or something like that. The other robots locked up as always, but Alpha snapped at the bulldozer. He said, Get that disgusting thing out of here. Give it a proper burial already! The bulldozer left to go bury the body. The other robots all agreed that this proves Alpha is really a man and no longer a robot. Then they turned Alpha's assistant Beta into a woman and they restarted the human race.

Why would droids need to stop and request ID from any other droid? You'd think they would be able to identify one another wirelessly. Even if they lacked that ability for some reason, the droids could still easily have the identities of notable bots on file and again, should know who they are automatically w/o having to stop and attempt to shake them down.
