U hv played stupid games so far too long and govt has lost billions in ur luck of seriousness,its time projects be given to those who deliver....eg UPDF ENGINEERING BRIGADE.
It's a double edged sword, I know it would be in the best interests for gov't to award these contracts for local prayers but it comes at a need of strict management for efficiencies
Which must be done one day anyway, else we will never have the local capacity. Ever investment in the country comes at a cost, but we need to think long term

How are they going to build capacity without being given contracts because they don't give officials money before contract

Let Chinese and UPDF take over. Contractors have cost us a lot of money.
