Honestly, optimization for this game just sucks. Yes, the game is locked at 30 fps. Resolution is low, the game looks blurry. Even still it's not stable 30 fps. Without Screen recording Power usage is ~4.5W opposite to 6W with screen recording (temps are lower)
00:00 - Settings and Solo Run
05:00 - WTF is this random FPS Drop
05:25 - Solo Run
11:30 - Races with NPCs
22:30 - Average FPS
