It's an ancient 4chan technique. You can write a meme or perhaps just something extremely offensive in cursive and put it underneath a picture of a cute kitten and people will just repost it all over Facebook assuming the cursive is a signature or something. Even many native English speakers never learn to read cursive. It reminds me of the old 'did you know the latest model iPhone has a feature that lets you charge its battery extra fast by microwaving it?' trick where FAR more people than you'd think will fall for it. I feel like Ui should be aware by now that if there's anything she doesn't understand on a fan-submitted drawing then it's definitely a Ui-beam, though.

I get the sense that the artist for Uice Cream is someone who's at the very least bilingual with Japanese as a second/tertiary language since they're aware that Japanese people can't read English cursive writing with most mid to late Millennials into the zoomer generation having not trained in it.

If you look at Yura's most viewed videos, there's one with 500k because it involves a Genshin Impact character, then it's mostly Rikotan, or about Hololive. Thing is, Shigure Ui rarely collabs, and only with JP creators, so western fans are either weebs who can understand JP, or too deep into the rabbit hole and found out about Ui because she's Subaru's mama. If she were to collab with main HoloJP members, or with nihongo HoloID/HoloEN members, her popularity would likely grow a lot, with people flocking to Yura's channel to get more subtitled content of her.
