      @@cenzala22 no, what happened is they built a city with a woefully undersized sewer system, and when it rains all the architecture traps the water in the city. This happened in Manhattan and Bronx last winter too. Amtrak passengers (including myself) had their trips canceled because the railroad was underwater.
      Whether or not the clouds are being seeded it makes sense to address flooding like this by expanding and improving infrastructure.

      I'm going to give them the benefit of the doubt and assume
      that they thought that they didn't need Drainage Systems because they're in a desert and they thought that maybe if it did Flood, the water would evaporate really quickly because they live in the deser. Therefore, eliminating drains.

    I've been to Dubai once. It looks like the moon outside the city. Dry as a bone. Large summer heat and only about 5 inches/127 mm of rain per year. Being a desert, the ground is probably hard as a rock. When it rains in wetter regions of the world, the water usually soaks into the ground. Here, a huge deluge will just slosh around, even if they had a better artificial drainage system. I doubt cloud seeding had much to do with it. That's marginally effective and wouldn't cause widespread flooding. As far as better drainage, that would negate the effect even if cloud seeding did this. If you look at flood control infrastructure in areas like Los Angeles, maybe some of the water gets channeled to groundwater where they can, but most of the water just flows out into the ocean.

    I was Actually here when it happend and we saw sunken cars almost completely underwater + Trees smaller Buildings were torn and Planes Barely could Take off since the whole air port was Filled.

    For many years the Emaratis are using clouds burst technology for artificial rain.
    There are several vdos of it in Arabic also where seeding is used for heavy rain. Although there is some greenery that doesn't mean it will attract so much rain equivalent to 3 years rain in 2hours.
    Playing with water and fire will take huge toll on all living things ,
    very dangerous, not required at all.

      Once a companion of Prophet Hazrat Muhammad (pbuh) asked to Prophet,
      Ohh Prophet! When the Judgement day will come?
      The Prophet (pbuh) said: ''The judgement day (The end of the Earth) will not come until this lands (the desert of Arab peninsula) become greenery again''.
      [The full reference is here, Abu Huraira reported: The Messenger of Allah, peace and blessings be upon him, said, “The Hour will not be established until wealth is so abundant and overflowing that a man will go out with his wealth to give alms but not find anyone who accepts it from him, and until rivers and meadows return to the land of Arabia.”

      And, interesting fact is that, scientists also are saying that, million years ago, this desert was actually full of trees and greenery. But, over the period of time, it turned into dry weather and the present form of desert. It is also another sign of true prophecy by Hazrat Muhammad (pbuh).
      Anyways, I am pretty sure that, not only UAE people but also all countries of Arab peninsula are being surprised to see this dramatic climate changes, such as with heavy rainfall and floods which they never experienced before, nor their ancestors too.

    This is extremely saddening to see people going through this suffering and trouble third time in a row just with in a year.
    It's a lame excuse by saying we didn't perceive the need for drainage system as it never rained like that. Dubai is a fairly new constructed city as compared to other cities of the world. One can't over rule the unpredictable high amount of rain ever and secondly and most importantly it sits on the edge of a sea. Would someone not understand the importance of plantation as well as drainage system how to plan a city if there's a tsunami, a cyclone, flooding. Couldn't they picture a worst case senario before planning the millions of old and new constructions that they have been doing like anything with the world's most amazing construction experts that they hire.
