Yes. The presence of liner depends on RDT. If the RDT is less than 0.5 mm then liner is required for all the restorations including Composites. The base can be ommiteed for Composites, since they are insulative. However since it has shrinkage once can reduce it by giving gic base for taking advantage if sandwich technique.
