If you can able to get a genuine job offer letter from New Zealand company, you just need to prove that you have done all your studies in English and if you are working you have to get a letter from your Manager that you can able to communicate well in English. In the visa application there is no certain requirements for IELTS. The most challenging thing is securing the job offer letter. Hope this helps you

You have all the rights to get back your passport, agency can't able to hold it just because they applied the NZETA for you. Even the NZETA they obtained in a fraudulent way using passport details and false declaration, and due to the false declaration you can't able to travel to NZ and Australia in the future. I think you should give a police complaint or contact your nearest passport office and explain your situation. Actually the NZETA cost only NZD 35 which is around 1,800 rupees. Not 30,000 rupees.
