I guess Water Mark is applied to all pages, yes you may exclude the cover page but this can work only if you select the cover page from Insert Tab rather than making the fist page of your document.

@@akashgill2199 if you want to apply watermark on one page, so you don't need to apply watermark, you have to do it manually.
