If you are a responsible content creator, you shouldn't promote such people who only get a dog as a status symbol and have no genuine concern for his quality of life and welfare.
What are you frustrated about? Owner said that he maintains air conditioning for his dog in summers. Secondly if you compare canine with humans, the inner coat of dogs are naturally designed to adapt different temperatures which humans don't have. Humans sweat and dogs dont. Their fur naturally grows and sheds as per the temperature. Taking about the habitat, do you know the natural habitat of Tibetan mastiff i.e Tibet the maximum temperature there goes to 35°c in summers.
Tibetan mastiff naturally sheds in summers and it's summer coat is much shorter than the one you see in winter. Talking about the adaptability, TMs are known for their strong climatic adatibility, which makes them these dogs one of the strongest and high immunity dogs.
If the dog is kept outside or abondomed, then you can call it cruelty not a dog which is well taken care of and living happily with the owner. We have these dogs in Punjab and they're healthy and happy. I am saying this with all my experiences. So don't lead your frustration drive you to spit out the illogical facts
