Make It Double [Rain World Downpour]

After some testing, there seems to be a pattern which Elite Scavengers won't escort the player: Those who never run from a fight, will also not flee towards the gate, so they can't be moved to Industrial Complex.
But you can bring some of the regular Scavengers with them and essentially double the Scavenger population of Industrial Complex.
(And again, as long they are in the gate room, the side the Scav is in doesn't matter.)
