I work for Paragon. The entire state of Virginia has been trained and retrained over and over on first amendment issues due to videos like these. Different areas are trained independent of each other, but keep up the good work and California should get the hint eventually too.
Love the first guy. I have actually had encounters with him before some of our meetings. Very professional. I even audited him as they have a sign in sheet for public. I refused to sign it stating its an open meeting and he was exactly the same as this video. Very professional and just said we like to have a headcount of people in the building. Which was a stretch so I just continued on. Of course I went back and thanked him. It was a true trust to ensure the public could attend our Government meeting without restriction. Of course they all know me now so I cannot do a true followup. Thank you for this share as it shows he still respects our rights while doing his best to follow policy.
First Amendment Tests maybe a reverse call flood for that officer doing his job. everyone gets negative feedback but rarely positive. a Pay it forward type call to action. any contact information available to give kudos ?? thank you keep up with the good work

So many cops in these kinds of videos try to get the filmer to admit that they are deliberately trying to provoke the police to action (which many filmers lie about and deny), but you're brave enough to just put your cards on the table. On federal.property, armwd security csn detain yku as long as it takes fkr FBI, DOD, DACP, or any other federal officer/agent to arrive and formally arrest you.. Not to mention that many states give their armed security arrest authority..i live in VA..armed security here has full arrest powers, and in South Carolina, their Issed ID card says that armed security officers have the same authority as a Sheriffs Deputy
In California, PSO's have no power to detain. I'd they attempt to do so while making a citizen's arrest, they may be liable for false imprisonment. The guard was smart enough not to try it.

My point that I was making is that PSO on federal contract have different authority than one working a state contract, for instance. And in other states, theaws relating to authority and security are much different
Another great video! They probably don't comprehend the written policies. For example, there may be a policy where film crews who are authorized to film inside the building cannot identify employees.
Hey man I just want to give you a huge props for respecting people who are respectful to you. Doing these audits confrontation tends to come quickly some of the other TH-cam channels that do First Amendment audits often say things to try and provoke guards or police into doing something wrong. You don't do that and that makes the video all that more enjoyable. You're doing a good thing keep up the good work!
Please. For your own safety, don't tell them that you're "Going to hit some of the other places, too!". Words like "HIT" can be taken literally, and, that would give them all they need to hassle, detain, arrest, and/or God only knows what else against you.

Having spent a lot of time in the Philippines myself I recognized the classic Filipino friendliness coming out of this guy. However, the other security guard was a completely different story. He was probably a former KGB agent. That or maybe a bodyguard for Putin.
Inconsistent responses stem from a lack of training. Poor training encourages Guards/LEOs to make their own rules. Sadly,this is a big problem in the LE Industry.
Any adult who walks up to someone holding a camera and tells them not to film them is not smart enough to he allowed in public alone. Let alone have the authority as guard.
I like the videos of the cops getting put in their place. I feel bad for the security guards. They aren't paid very much and are trying their best to do their job. Cops are paid 6 figures and have extensive training. There is no excuse for them.
I've recorded a handful of federal buildings. I also recorded the State building down the street from this location. Security acted pretty stupid, but it wasn't entertaining enough for me to make a video out of it.

I don't think keeping immigrants out is the answer. American's are not the chosen people of god, nor is it an exclusive club. They should be screened, agreed, but not barred.
Next time when they ask you what and why are you filming etc., tell them that you are looking for officials that would violate your rights, so you can sue for compensation.
Ok as a Lieutenant to a previous security company i would have lost my shit the way the 2nd officers uniform he looked totally unprofessional and out of uniform half the stuff he is issue was not even on there and not shaved. The first officer was professional officer and handled himself in a professional manner and would love to have a officer like him on my staff. That 2nd one would be with out a job
I swear these security firms and police departments need to educate their employees about those recording and taking pictures. 1st Amendment over rules them.
being a licenced security guard, i can say that some places don't train well, some may make sure you pass exams and stuff, but when it comes to on the job, they are basically thrown in most of the time, so i would say the second person was scared of what would happen if the employees were recognized by others who may cause harm, while the first guy didn't mind probably cause he had nothing to be scared of, to me it should be perfectly fine to video or take pics of a place, but if you are purposely like aiming at certain places around the building, that can be suspicious

Though to be fair the first guard was polite and made no demands, and was friendly even when denied. Second guard should get back to being a thug for the KGB. I have to go to this building sometimes and I hate it. It's not even a "federal building" it's a private building with federal offices in it, so the entire building has to be "protected."
There are some federal buildings in Sacramento. The main one that comes to mind is where ICE is at 7th and Capitol Mall. There is also a federal court house at 5th and J. Paragon has their Sacramento office at 3111 Fite Circle, Suite 102. I had to go there to serve a subpoena, what a bunch of jack asses. There are some unmarked buildings in Rancho Cordova as well. I've been looking at google maps trying to remember where they were.
