Some countries make them a legal requirement to race on Tracks.
Bit wanky though... and more for F1 cars so you can measure someones distance in front of you. The red light just flickers at random, "safety" apparantly.

They should be all that same size rectangle. So the lights size can help measure/judge safety and speeds.
