Vice City is really shallow without VCS. Lance didn't betray Tommy because he was "roasted in a mission". There's more to that than you know. In VCS you get to know him as person.

He was new in Anywhere City and he worked for all gang bosses and when they found that out they were ought to hunt him down but Claude Speed killed them all and caused a complete havoc in Anywhere City. He's also responsible for most depraved and malevolent thing in GTA series- TURNING PEOPLE INTO A HOTDOGS in Hot Dog Homicide mission for Jerkov from Russian Mafia
Gta 2 could possibly have as antagonist any mafia or gang that doesnt have respect on you (basically the gang or mafia that has a minus because you failed a mission or because you made a successful mission in the enemy gang), *or possibly that hitman janitor in the gta 2 intro and movie*
