It's always suspect when the highlights editors replay the penalty kick but don't replay the foul that led to it. On first sight it looked like a soft call to me.
As a neutral, that’s a joke of a penalty to award Louisville. Such a soft foul, it was a 50/50 and the Louisville player flopped. Surely the ref should know better when it’s that late in the game…
Ref actually missed another potential penalty against Pittsburgh near the end of the regulation. Napo Matsoso was tripped in the box - the replay in the stadium showed the defender got no ball and only Matsoso's back foot. If you place your hand in your opponent's back, and your opponent goes to ground, you are getting a foul called against you every single time. Pittsburgh had been doing it the whole game, they just finally screwed up and did it inside the 18. Besides, where in the laws of football does it say time and score dictate whether a penalty should or should not be awarded?

I was at the game. The ref also missed a clear penalty for Louisville city at the end of either regulation or overtime.
