Georgia and Bosnia though applied even earlier and still aren't in. But Russia invaded Georgia in 2008. And Bosnia hasn't been invaded after application. Probably a "human rights" thing.(as if current NATO members don't violate human rights. I'm referring to Turkey)

At least a few NATO countries has said they have special ops military personnel in Ukraine right now, not fighting Russia but doing other tasks to help Ukraine. that's at the top of my head, but there's probably a lot more places with NATO bases than that.
