That last Multi Battle... Isn't that at the Seafloor Cavern, not Meteor Falls?
I can accept Shelly taking over for all the female admin appearances. That being said, it’s such a crime Courtney isn’t fought at all in emerald because one of the last two Tabitha fights could’ve easily been given to her instead. Funnily enough, in a way, they kinda did in the remake since you fight her in the mosdeep space center in a multi battle with Steven, like how you fight maxie and Tabitha with him.
7:58 This battle really should've been against Courtney, as it's the only one of the first 4 to be in a new location.
The other 3 were in the exact same locations (depending on the version).
In fact, I would make more changes to make things balanced:
- Seafloor Cavern Shelly is more closer to the door so the battle is forced (as now it's skippable with Strength).
- Rather than an Aqua Grunt, Matt is on the opposite, so you have to battle both, either as a Single or Double Battle.
- During the Mossdeep Event, a similar thing happens, thus you fight both Tabitha and Courtney, either Single or Double.
This results in all Admins being fought twice, either Single Battle all times, or once Single and once Double.
- Steven is now facing Maxie alone and wins. The only in-game, non-Battle Tower Multi Battle will not occur here.
- This Multi Battle is now optional and against both Team Leaders, located in Sootopolis City after Rayquaza calms down Groudon and Kyogre. This is the one time they, Steven and you are in the same place and it would be a nice finishing moment before they return the Orbs to Mt. Pyre (where you can meet them for the last time normally).
- You fight Archie a second time somewhere in order to have both of them have 2 battles (3 with the aformentioned battle).
I'd personally have it either at the Slateport Museum or on Mt. Pyre (making it the first instead).
The fights with the admins and bosses in Ruby/Sapphire were some of my favorite back in the day! Currently replaying ORAS and theyre such a nostalgic fights 👍🏼
It’s an absolute crime that Team Magma Admin Courtney was not included in Emerald, she should have been been fought with Maxie in the double battle. Speaking of Which that Mossdeep Space Center was my favorite Team battle in Emerald. It was so much fun teaming up with Steven to take on the villains. Double battles are most fun when you have a partner. Glad they added up to this on the Sinnoh games when you’re rival and you take on Team Galactic Commanders Jupiter and Mars.
This why I love battling Team Aqua & Team Magma in Emerald because no one is one your side and this 16:01 team battle time!
It’s a crime that Courtney never made it into Emerald. What does Shelly have over her?

To this day im still questioning why courtney was never in this (seriously i ran over all of hoenn in my emerald copy like a long time ago but then i found out shes not in it..)

My favorite admin is Amber from the manga (I relate him.) but in the games it’s Shelly because I had a massive crush on her.
