The correct answer for Q 19 is D. The verb “were working” is in the past continuous tense which is used to describe an action that was happening at a specific time in the past.

When 2 actions happened in the past ,one is expressed in perfect and the other is in past form i think so how can we use past tense for both actions done in the past ??

use simple past when the action started in the past, finished in the past and not continuing to now.
use present perfect when the action started in the past and is countinuing till now.
