You didn’t mention it but the Sunnyshore city blackout makes literally no sense assuming the roads/paths are solar panels of some kind unless they got extremely dirty somehow
In Gen 4, there is also a blackout in Sunyshore City, where the last gym is located. You have to go to Spear Pillar, take out Cyrus (amongst other Team Galactic members) and THEN battle and attempt to catch Palkia/Dialga. And it JUST SO HAPPENS that AFTER you do all of this, Sunyshore City is now clear of its blackout. This annoyed me so much! xD
The 3rd one you mentioned was actually one of the most confusing for me when I was younger and I had no idea how to get him to leave for such a long time! (it's nice when they hint to you or there is something that reminds you what you are supposed to be doing to move on with the story).

B2 and W2 has a really bad one in the castelia sewers that stops you from exiting out in one of the exits because apparently, a trainer dropped an item on the ground and is searching for it, mind you that are only 2 or 3 possible tiles this item could be on.
What gets me about the Psyduck in gen 4 is that you have to use the move Defog afterwards.If Defog was such a good idea why didn't they leave fog as the only roadblock? Because it isn't a good idea. It was never a good idea.Fog doesn't stop you from progressing if you know where you're going, so they put in the Psyduck to block your progress instead.But they kept the fog there. Because reasons.
Gen 3, second town. There's a guy sketching a weird pokemon foot print. After you battle your rival, talk to his/her dad, and go back, you're allowed to pass. If you talked to the guy that was blocking you, you learn that it wasn't actually a pokemon's foot print but his own.

I don't remember much of it, but in gen 5 there's an NPC who prevents you from going to a road because there's either something there or something happening there. It is never made clear what it was, and when the game allows you to go forward it's as if nothing had ever happened.
Gen I: Go out, explore, and problem solve! You can do the gyms at your own pace, and in almost any order! Gen VII: Follow this exact same path, and NEVER stray off from it. If you attempt to, I'll come up with an excuse to stop you. Every time.
I think future games should have no roadblocks at all because there are always Pokemon I want that I can't get until I complete some crap to make a person/Pokemon move. We should be free to roam, all they have to do is make gyms locked until you get a certain badge or something so they don't destroy you.
