I am curious (and can't seem to get a straight answer elsewhere) - what's the story here? Are there different rules or expectations for driving in Saudi Arabia than elsewhere?

no the rules are pretty much the same except turning right or left when red and what lanes can turn. but police don't enforce the rules they just mail out tickets

There's no traffic enforcement, so folks do whatever they want. It's usually uneducated drivers from the outskirts of the cities that act the fool i.e. drifting, speeding, going the wrong way, failing to yield, etc etc. I live in Riyadh and I've see some of the craziest stuff over here.

The driver is not Saudi, and I know his country from his accent (of course his country is from the third world and he would not dare to film him). This person has a dash cam that works 24 hours a day, and this video may have been taken over a period of months or weeks at least in order to catch some mistakes.

The water tank vehicle had to push the front to the mid of the street to be able to make the turn, it is not like your small car. You are very far from him, he did not cross way, you can see him clearly from a distance.
