Increased reporting does not equate to an increase in offenses. Zero tolerance for sexual assault is the goal. I've spent 24 years in the military, and I can say that the culture has changed. This is not tolerated. In fact, I challenge anyone to point to an organization that has a more aggressive program. Anecdotes will always exist, but they don't represent the whole.
A 3 Stars general for a 4 Stars position, either lock up the criminals or lock up the General. Very poor leadership.
