Hi Pa,
They removed Anna University from the list more than an year ago. You can apply tourist visa better. but you have to carry 70k Indian rupees in your account or through card. And residence proof where you are going to stay in UAE should also be there. otherwise if you have any of your blood relative staying here, no need to provide any residence proof

In whichever Emirates you are within in UAE, no problem you can extend the visa by staying in the country itself but the cost of renewing the visa will be too high, approximately more than 2000 AED
if you have taken 60 days visa you can extend another 60 days only by staying within the country , Total - 120 days after that you have to exit compulsorily
As your friends are suggesting if you exit the country for visa change , the cost will be less only
