GOI act 1935 was not a federal constitution.
1. It has mentioned the establishment of all india federation but the same was not established.
2. It has mentioned the entrustment of powers to provinces on few subjects but major subjects like trade, taxation, foreign policy, citizenship etc. had been kept with british parliament.
3. GOI act 1935 was the move to cool down the demand of home rule.
4. The representative ratio in a central parliament of central was higher compared to provinces. It indirectly given the control of making any law to central, with the consent of central no law can be made.
5. Administration post of higher authority were kept for the Britishers only where lower post in the bureaucracy were opened for competitive exams.
