Gravel works the best if you want the best look and a firm bed. Make sure you have some fine almost sand that matches your ballast and blend it with dry powered lime then once you have it worked down to the level you want ,spray it with water from a misting bottle and let it sit in the sun all day. It will be exactly were you want it and it won't move.

GWR 81A the loco kits are from roundhouse engineering and they do ready to run and a number of kits.
