Hello and thank you for your question. Yes it can, but of course it depends on if it's a natural blonde or a pre-lightened blonde. We would not recommend toning down pre-lightened hair too many levels, as it might require a very thorough application depending on the porosity of the hair. When in doubt, we recommend doing a test strand on the back of the head. One idea is to start with a just slightly darker shade the first time, and then go darker the next. The good thing with Elumen is that you can repeat the service as much as you want because it is not damaging to the hair.

I have been using this dye for years now, after having severe ppd allergies. I totally recommend it with doing a patch test first ofcourse
