You don't ned a police car for Copland the car you start the mission with or a helicopter will do . Drive or fly to the lockup get the uniforms , drive or fly to the nearest entrance to the the place you need to blow up , get in the mall blow the place up if you have the car drive to the nearest Pay & Spray with or without Lance , comeback for Lance if you have to and drive back to the mansion . If you've used a helicopter shoot 2 or 3 cops get in the helicopter with Lance and fly back to the mansion .

In original, after passing cop Land, Havana outfit will glitch out and won't be able to wear.

Badinfos why didn't you just use the Sea Sparrow you got from 80 hidden packages for the entire mission ? Just land across the street from the lockup collect the uniforms get back in the Sea Sparrow and do the mission from there ?
