In my head canon, Umberto confronting Tommy in the 2nd to last Cuban mission was basically because he found out what Tommy's been doing for the Haitians. But why would he have forgiven Tommy then? Maybe because he knew Tommy was drugged by Auntie Poulet? But yeah, Tommy doing errands for the Haitians is a bit strange indeed.
