I would have thought there's enough people visiting Santa Monica from enough places around the country and indeed around the world that he might have been recognized. Having lived in the Los Angeles area most of my life, I know that sometimes people who are known come here from other places to just fit or melt in. He was an absolutely despicable man, but he indeed did get away with his charade for quite some time.

If I am not mistaken, Santa Monica has its own police department. Santa Monica is also a separate city from Los Angeles.
