' Sakuni suffering' → Obviously the poet is comparing their situation with Shakuni's suffering.When Shakuni was with his family in prison,they couldn't get enough food to eat.Their whole family got only 1plate of food that could hardly fill 1 person's hunger. The poet compares this much of suffering with those people. We know that Shakuni is a villainous character and Bhima as a heroic character, but here the poet ironically compares it .
I think the poet refers this simile ( millstone ) because in millstone we have to put the corns in a hole of it for grinding and the poet compares it with eating, when we run the millstone , it makes a noise. The poet compares this sound with talking.

We can compare him with the politicians of the contemporary society. Those people are dying in hunger and politicians are feeding their belly.

' The women have more attributes than men'→ The poet wants to describe that their skills are covered by men. ' No teeth ' → The speaker use this intentionally because the male dominating society has snatched their speech ability. They can't rise up their voice against them. ' some men even surpass Kuber'→ if we take this line generally, we can know that the poet is describing the politicians as Kuber ,other side ironically he shows that how much poor they are like how much rich Kuber is. ' Democracy functions with total success ' →we can take the reference from the poem 'Unknown citizen' ' no names' → no name = no identity = no right.
