Welding torch will spoil the steel quality and it will surely be rusty very soon. The original parts are treated well for eliminating the rust that is the core reason companies change the parts instead of aligning them with welding tourch.
Outside workshops cannot provide the same paint and also can't follow the same procedure for painting. Showrooms have proper heat chamber and water like paint which is made to required color using software which you will not find outside
FOR 2k paint one needs an oven to cure the paint and single pack paint can be sprayed without an oven but finish after a couple of years will be visible

The thing is still tinkers and painters are not updated sticking with old school method of using metal paste and tinker paste painters oh my god without ideology painting in open environment and even painting in controlled booth also having the issues of spots later sanding happening after clear coat very bad still they didn't update for PDR

Agreed. Heat treatment will evaporate any galvanic metal that had been added to prevent corrosion.

I’ve seen denting at a VW ASC. They use some glue based pins & suction to take out the dents. Also they do not use any heat treatment.
