The prerequisite for legend or master lost sectors is to complete every lost sector atleast once on the map you want to grind. It will then rotate every day to a different location so I use “todayondestiny” to get the location

the mission doesn't appear on my map, do I need to finish the campaign first or is it inaccessible today or what?
That legendary lost sector is a weekly rotation thing so you just gotta wait until it’s back
