Have to spec Central Terraformer and only dropped by arbiter of ash

You can get them from Arbiter of Ash if you have the Central Terraformer node allocated on the Arbiter atlas tree. You can get some decent ones for reasonably cheap sometimes and add a bit of extra juice to your maps.
