it doesnt matter about the amount of vials, what does matter is the favour your shrine said "an eager song - contageous and uplifting." which basically means you have aroun 2.5m-5m favour for windy bee windy bee can be tamed at any amount of favour, but yours was already nearly halfway to 10m when windy bee has a 100% chance of being tamed (you can get windy bee with 1 cloud vial, just depends on your favour) sorry for my nerdy rant about the wind shrine 🤓☝
