You don't really need to get 10 cloud vials, just get at least 6-8 of them is enough (If I'm not wrong then that's the fastest method for getting windy bee that I learn from the dude call "Bee Swarm Guild")

Now let's suppose you get 7 cloud vials from windy each time you kill it That's 21 cloud vials a day So if we do the math, in order for him to have donated that much, it would've taken him around 35 day (35x21= 735(cloud vials)

everything you donate to wind shrine give a certain favour. the higher the favour the higher the chances to get windy bee
I think it counts you just have to donate the petal in order to get it
