There's a difference between child support and child allowance. In Europe, children get allowance as children; it could be added to your parents' salary or paid in as a separate income. That money comes from the state. That's the 250 in Germany from the state, not from the parents. However, child support is from the parent, and it has to be implemented, not compulsory.

Hello DJ, Maamie Afua is right about the child support. Child support could be paid by either mother or father depending on whom the child lives with. She did not mention CHILD WELFARE which is paid by the government to the parent whom the child lives with. Usually when the parent has no income and does not know the where abouts of father she goes to Welfare office to apply for "welfare benefit ".The parent is given an apartment, food stamps and medical insurance (medicaid).

If one or two parents is a US citizen, the child is definitely a citizen regardless of where they're born. Even if the kid lives in Ghana, yes you can put that child on your taxes when you file as long as they have a Social Security number.
