Well you have to go at least 600mph to run up a building so yea you are fast lol and you do that before even having and speed unlocked so you probably go around 1200 mph with max speed
I hope all who watch and play DCUO realize this... you will not be faster because of the green mist. If you use Phase Dodge in your LO you will activate the consistent lightning for sure. But again you will not be faster in-game because of the greenish-bluish mist.

On the other hand for the next one press phase dodge and then double press x and boom it’s activated. I hope that helped but in case if you have a hard time add my character TheFIashs with capital i as a replacement for the L

The lightning under the feet are just for style
By using a loadout called phase dodge and then immediately double jump
After words when you are halfway through the track you do the process again until you hit the finish line and quickly deactivate your running mode
