It's just a liquid spray version of any energy or nutrition drink. Nothing new but still dumb considering the serving size for a spray vs any regular liquid. A couple sprays of a caffeine thing would need to be highly concentrated for the same amount of caffeine and it's too easy to take more than the recommended.
Whatever they are selling somewhere out in this vast world it will sell , l've seen some inventions become discontinued in certain geographic areas for systematic reasons. Get an attorney of your understanding.
