You will have to verify your bank with a statement with your address on it.
I create payoneer account but i submitted my national identity some many time but they don't verify my account and i have pending usd

Yeah you can use your NGN account to create a Payoneer account. Payoneer will sent payouts to your account

Ideally you can’t do this. It’s best to receive payment from a merchant like Fiverr or Upwork

Ideally, you need about $50 to do that. If you message the support after you receive 50$ from a merchant, they can accost you.
