Why is Mr House on this list? He’s the literal epitome of a morally grey character. Nothing he does is particularly evil, nor good, and if anything the entire mojave ultimately gains from his victory
I felt like Odin from GoW Ragnorok should have made the list. The guy comes off like a businessman and is able to manipulate others and the situation to his advantage. His family is basically an asset to his business and if they become obsolete, he has no problem removing them. He also had everyone fooled with his disguise. There is even lore when he tricked Freyr into giving him his sword Ingrid by disguising himself as an attractive woman which he then allows Atreus to use Ingrid.
Vaas was so iconic for far cry 3, that after he left the stage people just kinda got uninterested. He was so well liked that ubisoft revived him for DLC.
Next episode suggestion: "Video games that have other video games in the game." Like when you have the protagonist play an arcade cabinet in a convenience store in the game.
Emet-Selch was literally a genocidal madman bent on killing everyone in multiple worlds (succeeding in destroying 7 and almost an 8th) to revive his dead friends. But at the heart of it, he was a grief-stricken old man who just wanted to see his friends once more and people resonated with him. Adding insult to injury, the player character who opposes and eventually kills him is a reincarnation (of sorts) of one of his best friends. Despite all this, he is FULL of charisma and quips and even though I hate him, the community LOVES him.
What about Shodan? Supposedly there is going to be a system shock 3 coming out along with the recent remaster of the first game. Vaas for whatever reason always reminded me of Beetlejuice from the film. Just in appearance, really. So whenever he is just staring at you before he says anything, think to myself he is about to quote something from the movie. Best A.I. in video games. Different types of A.I. in terms of how they are generated so, different ways to present that as well. Monika from DDLC Shodan from system shock, Curie from fallout 4, Glados from portal, how about the A.I. from Alien Isolation while juxtaposing that to the A.I.(?) from Aliens Colonial Marines. I suppose you could arguably include Cortana from Halo. Maybe the droids you work alongside in the Star Wars games as well? Might count.
Given the state of American politics today, I could totally see Armstrong getting elected to the US senate. He's not even the craziest one we have now.
Don’t think you can call Mr. House a villain unless you have the misfortune of being a member of the Mojave Chapter of the Brotherhood of Steel, in his ending, everyone (including the NCR) in the Mojave wins save the Legion and Brotherhood of Steel, who are both rightfully crushed. NCR expansion stops, they’ve a semi-friendly neighbor and trade partner who keeps their Eastern border secure free of charge and has zero designs of ever expanding Westward. A win / win for post-apocalyptic civilization.

His motives is also ridiculus: He wants to wipe-out mankind just because his (dead) alien ''mother's'' voice told him to avenge her!!! His final goal is even more ridiculus: He wants to fuse himself with the planet, and when I say ''fuse'', I mean that he wants to make planet Earth his ''body'' (by make her having his arms, legs, and head!!!), and becoming himself something of a living planet and go on a rampage in universe to ''eat'' other planets in order to live forever (something like the Unicron, from Transformers)!!!!! He might have killed one major character (and a beloved one too), and burned up the heroe's village, but there's other RPG villains who they have done that too, so the only thing trully great abou him it's just being... cool and hansome!

He *can't* be coming back, because he, lest we forget, HAD HIS HEAD BLOWN OFF BY *TWO* ROCKET LAUNCHERS AND HIS BODY CONSUMED BY LAVA!! Nothing in Resident Evil survives that level of devastation. It's bad enough that Capcom decided the failed Umbrella Corps game was canon and he makes an appearance there. Spoiler alert: the entire fanbase declared the game and Wesker's involvement non-canon by communal consensus. Just like there's only three Indiana Jones films (holding my judgment on the Dial of Destiny until I actually see it, but anyone who claims there's a fourth about a crystal skull is wrong, because nobody who cares about that series acknowledges it). Albert had his time, and it was glorious, but it is over now. We're focused on the Winters family in current RE events, and unless Jake makes an appearance in 9, we're well and truly done with anyone of Wesker blood, and that's how it should be.

If I were going to add one for a villain that everyone loved to hate: Reaver from Fables 2, 3 and hopefully 4? *crosses fingers* Reaver from the Fable franchise is more of a Secondary Antagonist than the main villain of either of his arcs, being a person who tries to get the protagonist killed on multiple occasions, and who you have to fight against for early and middle portions of the series. However, by the end, he is always depicted as a corrupt ally of sorts who you strongly suspect might backstab you at the nearest convenience (He probably will). He is a dubiously charming, witty, playful person whose grasp of ethics can best be summed up as "keeping notes on all the rules I want to break before the end of the world." Truly casual murder, Assassination, Deviancy that might as well have reached an art form, secret societies, sacrificing the lives and youth of countless people to maintain his immortality, and egregious acts of degenerate capitalism are just a few of his many vices. Yet, he's still enjoyable as a foil to a more honorable hero over the course of the series, and one that you never actually get the satisfaction of putting out of the world's collective misery.
Vaas Montenegro has to be here. He's a slave trading pirate who's addicted to copious amounts of drugs. But he's so entertaining that we can't help but love him. Especially thanks to Michael Mando's performance as him.

How about times games put your character in an altered state and made it your problem? GTA V Trevor, Fallout 3's Point Lookout has an acid trip that shifts seamlessy into a lobotomy, Saint's Row 2 has the Sons of Samedi who are all about the drugs, that kinda thing.

Where is adachi from persona 4. ocelot from Metal gear solid. Dr nefarious from ratchet and Clank. the black Baron from mad World. Dr Eggman from sonic. Dr wily from mega man. Dr Neo cortex from crash Bandicoot. Also from crash Bandicoot doctor n Brio. Chra from any super robot wars or Gundam game he is in he is not a video game character but you put the joker on this list so I don't think that matters. Virgil from Devil May cry.
