Personally, i think what singed did was a simple weapons demonstration. He was showing his hand and probably hoping that ambessa would like what she saw. Thus gaining more support and resources for his experiments.
(No spoilers ahead) I hope someone told you already but I've seen a lot of other reactors not getting it either: Jinx is faster (stronger too) and has better reaction time than most because when she tried to end herself with/and Ekko she almost died and SINGED used shimmer to save her, she kinda became a shimmer monster but in a special way? As most of the 'shimmer' monsters we see become muscular, big and ugly, I'm not entirely sure if it was mentioned if she is/has a special type of shimmer but either way. A cool detail to see when she's using her shimmer abilities are her EYES, they start glowing pink, the more pink they get the more she's using it or almost getting overpowered by the shimmer itself, sometimes it feels like the shimmer in her reacts faster than her?! Really like your reactions tho, keep at it!
Singed installed "Flash" and "Ghost" in jinx while healing her. however Jinx seems to be using them much more frequently than a character in the game could use them.

However, if people stopped believing in Volibear, instead of disappearing like Kindred, what would happen is similar to what happens to the boar in the movie Princess Mononoke: he would become corrupted. Different cases include Aurelion Sol, Pantheon, and Leona, who choose a living being, generally a human (except for Aurelion's case), and use them as vessels, granting them as much power as their bodies can contain and their willpower can handle, but without taking away their free will.
