Yes they used it a lot in s4 so far, I'd say they were a little lazy in music department. But this theme was initially used in an episode in which Fyodor was first introduced to us in a closer aspect. Apart from that, it fits him the best in my opinion
It's not Nikolai's theme, but before Nikolai even enters the anime, Fyodor plays a piece called "Shin no Tori" or Bird of Death. It sounds a lot like something he might call Nikolai. Even if it has nothing to do with him, it's still funny. Also, that track is just GORGEOUS. I listen to the recording nearly every day. I love how personal it is with the way the cello and piano work together, expressing the emotions of the music so perfectly ;-;
Taku Iwasaki, genius composer that you are. He has created a masterful soundtrack for this anime. I could go on for hours about how much I love Bsd's OST and all the reasons why.

He is such a good character, very mysterious, dangerous and unpredictable. We still are making speculations about how his ability works
