Very nice and cool edit.
One remark: @ 7:50 you put the opacity down and then the fill down, which is a bit pointless.
You could do it with only the opacity by just sliding it a bit more to the left.
The *fill* is there to lower the opacity but keep the layer styles at 100%, whereas *opacity* will lower the opacity of the layer including the layer style(s)
Since you are using *no layer styles* on that "smokey" layer adjusting the fill does not give you extra purpose.

Its funny how we neglect easy ways just because they require lots of time. Hard maybe be challenging confusing.... But sometimes it is quicker.

Is there a way to do this on mobile?
You can use lightroom mobile for free. iOS allows you to edit raw now but I android doesn't so will be quite hard as you will lose all the detail if you use .jpeg.
True. Although the image I used in the video is a JPEG. The others I put at the end are RAW.
The mobile version of Photoshop is quite limited. You can get the colourgrading and everything I did in the Camera Raw done in Lightroom Mobile. The following steps, now thats another story.
