It's because even if you think Shaq is better, it's close enough that no one should have an issue with someone thinking one is better than the other. It's more about personal preference at that point.
Hakeem was more well rounded, but Shaq to me was so much better offensively (I don't care about bag, I care about efficiency, which Shaq kills Hakeem there) that it outweighs the other areas Hakeem was better in.

And if he was actually as big or just as strong as Shaq, he’d probably be actually the greatest center of all time and possibly would’ve won more chips tbh. Hakeem was better than Orlando Shaq but Lakers Shaq was probably a little better than Hakeem. The only goat Centers that’s usually mentioned the most is either Shaq or Kareem, sometimes Wilt too. Also the average center in WIlt's time was 6'10.5" so he wasn't a fott taller than the whole league. The overall talent he played against was better because the amount of spots on the teams were less because there were less teams.
