Hello David u seem to be quite smart with electrical stuff. I have a volvo penta 3.0 gs and the starter just spins and dont send the small gear out to the flywheel. I jumped with a metal rod the + 12v to the Yellow/red on the starter and the same thing just spinns. The starter is bad right? not relay. The solenoid is fucked?
Did you replace that relay and was that the issue of your boat not starting? Did you find what was the issue with your boat not even making a clicking sound when you turned the ignition on the start it?

I had the same issue on my 3.0 gs; the starter has a plastic planetary gear ring that stripped, Delco part 10475632 maybe ~$8 in the US
