You think a little rain is a disaster, wait until they see this year's hurricane season boosted by near record Atlantic water temperatures due to global warming and predicted landfalls in TX and LA.
The residents should build canals and reservoirs to take advantage of the precious rain water

They hired an engineer from Denmark for ideas. They decided it was too expensive and didn’t listen.
