In my university alone, there should be around 10 people from South Africa, in other universities the number may be bigger depending on uni ranking/city

I’m not sure but it probably depends on ranking of the uni you study in. If its in top-1000 I think you can then go to europe

If I am not mistaken, as long as you do not fail more than 1 subject or have some criminal records/bad behavior, the scholarship is kept.
