I've seen the EPNS logo on many objects on 'Antiques Road Trip', and was happy to recognize on the double jigger. Deduction from the photos suggested an purse-sized atomizer for the object at 6:15. Glad to know I was right.
That is not a black powder measure. It is the dispensing chamber from a Belding & Mull visible smokeless powder measure. Most of the devise is missing from the photo. Close, but not quite right.
